Who Are People With Special Needs?
A person with special needs may have a physical, medical or mental disability that could affect his or her ability to prepare for Three students at AIDB discussing emergency preparedness in sign languagean emergency or to take protective action.

As part of the Chemical Stockpile Emergency Preparedness Program (CSEPP), Alabama Emergency Management Agency identifies and registers people with special needs in Calhoun, Clay, Cleburne, Etowah, St. Clair and Talladega counties. In Alabama’s program, a person with special needs is someone who:
  • Has a physical, medical or mental disability,
  • Could not shelter in place or evacuate in the event of a chemical accident at Anniston Army Depot, and
  • Does not have nearby assistance from family members, friends or neighbors
People who do not have transportation, people who do not speak English and children who are home alone without nearby assistance are also considered people with special needs. For more information about emergency preparedness for children, click here.

A person should plan for any special condition that could affect his or her ability to respond to an emergency. Special-needs planning should be done now and updated whenever the situation changes.
